About the REGION
The LiUNA Mid-Atlantic Region coordinates representation for Local Unions across Pennsylvania, Maryland, Virginia, West Virginia, North Carolina, and Washington, D.C. Through our three District Councils, we support bargaining and day-to-day contract enforcement, organizing, state-of-the-art training access, benefits navigation, safety resources, and public-policy advocacy that raises standards for Laborers and signatory contractors across the region.

Philip Ameris
LiUNA’s Vice President | Mid-Atlantic Regional Manager
Philip (“Phil”) Ameris, Sr. has been a proud member of Local 1058 in Pittsburgh, Pennsylvania, since 1993. He rose through the ranks as Sergeant-at-Arms, Business Representative, and Executive Board Member before being elected Business Manager. Phil went on to serve as Business Manager of the Laborers’ District Council of Western Pennsylvania (the precursor to the Pennsylvania Laborers’ District Council). He has also chaired the Laborers’ Combined Funds of Western Pennsylvania, the Laborers’ Education and Training Fund of Pennsylvania, and the Laborers’ Joint Apprentice Program; served on the executive boards of Mid-Atlantic LECET and the Mid-Atlantic Regional Organizing Coalition; and is a board member of the Builders’ Guild. In August 2025, Phil was appointed LiUNA Vice President and Mid-Atlantic Regional Manager.
He will coordinate across the District Councils to strengthen contract enforcement, organizing, and member services, with clear support for stewards and Local leadership. His focus is expanding access to training and safety resources, maintaining strong relationships with signatory contractors and funds, and keeping standards consistent across the Mid-Atlantic.
