About the Council

The Pennsylvania Laborers’ District Council coordinates representation for affiliated Local Unions in 62 counties statewide. The Council supports bargaining and contract enforcement, organizing, training access, benefits navigation, safety resources, and public policy advocacy that strengthens standards for Laborers and signatory contractors.

Training access, contract enforcement, and real advocacy, delivered by the Pennsylvania Laborers’ District Council and its affiliated Locals, so members build safe, well-paid careers and stronger lives at home.

Jurisdiction & Affiliated Locals

The Pennsylvania Laborers’ District Council coordinates representation for LiUNA Local Unions across the Commonwealth outside the Philadelphia & Vicinity jurisdiction. Members can use the directory to find their Local by ZIP, view office hours and meeting schedules, and connect with officers and representatives for dispatch, dues, and on-the-job support.

Field Representation & Contract Enforcement

The Council backs members in the field every day. Ensuring proper classification, wage and fringe payment, and safe working conditions. When issues arise, Council and Local representatives respond on site, work with stewards, file grievances when needed, and pursue remedies so the contract is followed on every job.

Training, Benefits & Safety in Pennsylvania

The Council connects members to LiUNA’s state-of-the-art, hands-on training centers in Pennsylvania (call centers for class dates and prerequisites) and to the appropriate Health & Welfare and Pension/Annuity fund offices for eligibility and claims help. For safety and wellness, members are directed to LHSFNA guidance and supported in enforcing safe job sites, especially on public work where prevailing wage and posted classifications must be honored.

Joe Laquatra

President & Business Manager of Pennsylvania Laborers’ District Council

Joe Laquatra leads the Pennsylvania Laborers’ District Council, coordinating bargaining and day-to-day contract enforcement for affiliated Local Unions across the Commonwealth (outside the Philadelphia & Vicinity jurisdiction). His focus is straightforward: raise wages, protect benefits, keep jobs safe, and expand access to LIUNA’s state-of-the-art, hands-on training so members advance. He works with Locals, stewards, and signatory contractors to resolve jobsite issues fast, supports PLAs and LECET partnerships that deliver projects on time, and advocates in Harrisburg for prevailing wage, apprenticeship protections, and infrastructure investment that create union work.
