About the Council

The West Virginia & Appalachian Laborers’ District Council coordinates representation for LiUNA Local Unions across West Virginia and neighboring Appalachian counties. The Council supports bargaining and contract enforcement, organizing, training access, benefits navigation, safety resources, and public-policy advocacy that strengthens standards for Laborers and signatory contractors.

Training access, contract enforcement, and real advocacy, delivered with affiliated Locals 379, 984, 1085, 1149, and 1353, so members build safe, well-paid careers and stronger lives at home.

Field Representation & Contract Enforcement

The Council backs members in the field every day, making sure you’re properly classified, paid the right wage and fringes, and working under safe conditions. When issues arise, Council and Local representatives respond on site, work with stewards, file grievances when needed, and secure remedies so the contract, prevailing wage decisions, and safety language are followed on every job.

Training, Benefits & Safety in West Virginia

Members are connected to LiUNA’s state-of-the-art, hands-on training in West Virginia for OSHA-aligned certifications and skill upgrades at no tuition cost. Get directions and contact info, then call the training center for class dates and prerequisites. For health and retirement, the Council points you to the correct Health & Welfare and Pension/Annuity fund offices. For safety and wellness, members are supported with LHSFNA resources and enforcement help, especially on heavy/highway, utility, energy, and site work across the state.

Jessie King

Business Manger of LDC West Virginia Appalachian | Special International Rep.

A 15-year member of LiUNA, a proud graduate of the West Virginia Construction Craft Laborers Training Apprenticeship Program, I have extensive experience in various field work areas, including general labor, concrete, water and storm drain pipe laying, highway paving, dirt excavation, and mainline pipeline construction. Since 2012, I have served my local union as an officer and also served many years during that period as a working steward, providing support to our membership in various capacities, including as a foreman, safety officer, and straw boss. My extensive field experience has equipped me with the knowledge and insights necessary to effectively advocate for the entire membership.

In 2017, I was selected to revive a Local Union that had been placed under supervision and serve as Business Manager. In 2021, I was elected to my current role as West Virginia and Appalachian Laborers District Council Business Manager. In 2025, I was appointed to serve as LiUNA Special International Representative for our Council’s jurisdiction. I am deeply honored to hold these positions and am surrounded by a remarkable team, both within our council and with our Regional and International Leadership. We are actively pursuing new avenues for employment and membership growth. Our mission extends beyond mere membership expansion; we strive to foster a nurturing family like environment that enables our members to thrive.
